International audience; The "Global administrative law" emerged in the United States in the mid-2000s as a research project aimed at observing and promoting the development of administrative-type norms beyond the state: transparency of international decision-making processes, motivation of decisions, emergence of appeals, etc. GAL's doctrine starts from the questionable assumption that classical international law, too stato-centric, would not allow the analysis of these phenomena.
